Consultation for dental implant

Couple of days back, I have visited dentist (BDS, MDS) & after checking my dental x ray they suggested me for complete dental implant. I have issue of maximum bone loss in teeth root & also gum receded from the original position in most of teeths. I have budget constraints so what could be the best option I have. Is it possible to have dental implant in front teeths and for some  inside loose teeth can  have surgery like flap or something like any other surgery ? The same dentist advising me for complete dental implant.

Severe bone loss is not common in this age (especially premolar region) Need to rule out any underlaying medically compromised condition and local habits Ex; diabetes (yourself or family history) food and other oral habits
