Hey there, this is a common problem which occurs specially in males. It is known as fistula in another. A tract has been formed between the analysis canal and anal opening. This has a common way of Protruding and bursting multiple times which makes you feel itchy and watery down there.

it might be a sentinel pile which is seen in chronic fissure in ano which is nothing but a skin tag fissure in ano is breakage of skin mostly @ 6'O clock position due to passing hard stools or due to constipation it protects raw area which is formed in response to recurrent fissure in ano usually seen in 6'O clock position smelling jelly like fluid might be unwashed fecal matter which may settle in between skin and sentinel pile area becomes wet as what ever you wash might be settling in the area between the sentinel pile and skin itching might be due to area being wet all the time with remanent fecal matter pain is due to active fissure
