As per your reports your diabetes in uncontrolled which can predispose you to conditions like tuberculosis and other infections. If you don’t have any underlying cardiac or kidney disease and the fluid is only in one lung then probably it is of infective cause. The fluid needs to be aspirated and sent for investigations. Get the same done at the earliest.
