Chest congestion

Hi, i have middle right side chest congestion, little help- when i drink dilute apple cider vinegar or do some physical excercise. it gets minimal reduced but again arises next day, when pain/congestion- i feel chest pain while streching the chest,touching my chin to the chest or bending my head up or down. i dont cough or any mucus.
