The child eye can not see clearly as from 2 years and the child mental reaction is dose diving.he talks and behaves like a baby ,and he is a child of 9 year old.

both are complementary to each other. means if there is mental  deficiency then  the child will not be able to understand inspire of seeing the things. and if his eyes are very weak his brain will not have proper development. so please consult an ophthalmologist nearby and a neurologist.
