1st of all- Covid vaccine has no such side effect reported till now, so my answer is based on the opinion that it is not due to vaccine.
Also the medicines you were taking are not alarming with regard to your problem.
Tenderness of breast is also a feature of PCOS, it usually happens around menses( called as pre menstrual syndrome). There are other related symptoms also- like acne and more body hair. Here are a few things that you can do-
1) take a NSAID (painkiller) example diclofenac 50 mg two times a day for 5 days after food- it helps in pain relieving but more importantly it reduces swelling and inflammation. Combination of diclofenac 50 mg + paracetamol 500 mg will have better effect.
2) do Ice application on the affected part (2-3 times a day for 3-5 days) it also helps in reducing swelling
3) Antibiotic- since it can be due to underlying infection you should start antibiotics- for example you can take Tab Moxikind CV 625 two times a day after food for 5 days
If your condition doesn't improve, you can consult another doctor in person for detailed examination and tests.
