Tumor is involving muscle - so need imaging studies also need to considered and disease will be staged according to that we will decide further management .
Bladder preservation of planned then radiation and chemotherapy can be considered or else bladder removal is the treatment of choice - both are having almost equal outcomes. The final decision should be taken based on imagining and involvement , if extensive involvement and complete TURBT is not possible better to go with surgery , or else radiation can be considered as an equally effective option .
