My dad has been admitted in hospital for bacterial infection in blood after consultation doctor said that he is affected by cellulitis and one of the doctor suggested surgery. but we are in confusion that whether cellulitis requires surgery

Cellulitis when it has spread to the deeper part of tissues, the it can spread to other regions. So if the surgeon who has seen you suggested debridement, go for it. Show your father to another surgeon as well to take second opinion
