Anger management issues

My sister-in-law seems to have anger related issues. She fights with her husband all the time. She doesn't seem to be interested in any activity, even in taking care of their children. She gets angry and shouts at others in public places too causing embarrassment. Please suggest what kind of help they should seek. Thanks.
