Hi Greetings Winter season is usually associated more with allergy symptoms because of increased pollen count in air and dust and cold , dry air. Avoid taking cetrizine on a regular basis.
Next Steps
Need to rule out sinus issues. Take steam in the night and early morning. it will help reduce the allergy symptoms. wear mask in public places. Kindly consult for further discussion.

Morning sneezing and a runny nose that clear with cetirizine and then return is usually allergic rhinitis, not a true cold each time. Common triggers include dust, pollution, mold and the seasonal change itself.
Next Steps
Try a nasal saline rinse each morning and keep your room dust-free with regular cleaning and a clean pillowcase. If it keeps recurring, see a physician or an ENT doctor for allergy testing and a nasal spray suited to you.
Health Tips
See a doctor sooner if you develop facial pain, thick colored discharge, fever or breathing difficulty, since that points to a sinus infection instead.
