About tiny red bumps

My baby girl is 10 months old she is on formula feed nd giving solids also from past one month she is having tiny tiny red bumps near lower lip day by day its increasing.i have consulted near by pediatrician he gave desonide lotion and hicope drops .while using those medicines it is going off after stopping the medicines again coming again he gave dermadew soap and moistar lotion but he didn't told the reason why it's happening ? Is that any kind of allergy ?now those bumps started near upper lip and nose side areas also .I got worried please let me knw why it's happening?should I consult pediatric dermatologist or normal dermatologist only?kindly reply
