2nd openion Nt scan showing 2.4

Hi, 1st NT scan done on 11week 2 days and it was 3.1mm. So we scared of down syndrome. We consulted to different doctor for 2nd opening and see said do one more NT(12week 2 days)scan result was 2.4mm. So we asked why it's different from previous scan, doctor said baby cord was there in nake , also see suggested of NIPT test for which blood sample has been given. Still i am so much confuse . Please helps on this what is right. What shoud I do next. What shoud be the best NT scan value between 11 to 2 week?
