Hi, firstly to asnwer your question in one word, then that word would normal. Your child is absolutely normal, as u might have seen some child walk late some speak late, thats ok. Give it time , child will start to talk, as child is doing all prerequisite and might even start soon as he is trying to communicate, just encourage him to do so. Please feel free to contact me if you have any further doubts.

Each child is unique and special in his own way and grow differently. Some achieve milestones on adequate time whereas for some there are delayed milestones. You are saying that he is doing the actions so that means that is perception and understanding is clear .
Next Steps
1.Try to make him ask for things like water ,toy  instead of just handing over when asked by gesture. For eg -If he points at a toy ,plz ask him can you name the toy for me 2.Pick up a topic (zoo, beach etc)and go over pictures related to it . 3.Keep talking to him even if he talk less,it will be like a stimulus for him. 4.Lastly repetition is the key when it comes to kids. 5.Try and stick to one language (if you are multicultural parents -for eg father -hindi mother -bengali or other languages.Once he is confident in speaking one language teach him alternatives .
Health Tips
If no improvement is seen by using these techniques ,consult a speech therapist.
