13 months old is not responding to name

My 13-month-old daughter is not responding to her name being called. She is watching lot of rhymes videos in TV and she laughs on her fav rhymes. We have pasted ABC chart on wall , she points abcd in the chart and blabbers . She laughs for peak a boo game. She rolled over when she was 3-4 months old started crawling at 6months old. Tripod Sitting at 7 months old. Stanting at 9 months old. Now she walks for 5-6 steps and falls. But she is not responding to her name and not saying any word. She has 6 teeth. How can I make her respond to her name and help her say words? We practiced strict no screen time for her older brother until he was one year old. But now he's also having lot of phone time. If I'm not giving him phone he's not obeying at all. He is crying a lot. He is 4.5 years old now. Pls advise .
