I understand why you’re anxious — this does not look like an HIV symptom. From the photo and your history, it’s most likely throat irritation / mild infection or mucus plugs. HIV does NOT present like this. Since exposure was ~70 days ago, symptoms clearing with salt gargles also points away from HIV. Your risk from that brief condom break is low — and partner’s rapid test at day 54 being negative is reassuring.
