follicular neoplasm can be follicular adenoma or follicular carcinoma...it is impossible on FNAC to differentiate between the two the best affordable way is to do hemothyroidectomy and assess on histo pathology tests like afirma  are there but thry cost about 80000 to 90000..whereas in most place hemithyroidectomy will be done in 40000
