Week 22 - Baby movements in low abdomen

I am 22 week 2 days pregnant. I started feeling movements from week 20. The movements are around 3 fingers below my belly button even in week 22. Is this normal? My week 20 target scan showed 3.7 cm cervical length. Please tell in feeling movements lower at this stage is normal
