Watering during watching TV is not due to nasolacrimal duct blockage in 3yrs old child, if there is nasolacrimal duct blockage ,there is constant watering, another question you asked about less blinking during watching TV, it is natural when working on smartphone, computer, and watching TV ,blinking comes down from 24 per minute to around 8 per minute due to overconcentration &you will have to ask the child for natural blinking or put some lubricating eye drops (Refresh liquigel) 4- 5 times & get your child refraction done by experienced ophthmologist because due to mild refractive error sometimes there's watering during watching TV.
