Has she had screening of her hip joints after she was born or while she was growing up? Is there any history of hip problems in any children in the family? Is she your first child? Was she a normal delivery or a cesarean section? We're all your screening ultrasound scans normal during pregnancy? At 36 months, she should not be having waddling gait. Her hips need to be checked to see if has any problems with that. Also her spine will need looking at to rule out any problems. All of this is as a precaution. If all the examination comes as normal then other alternative diagnosis can be considered.
Next Steps
Consult a Paediatric Orthopaedic Surgeon or a reliable Orthopaedic Surgeon for a thorough examination and any tests if needed. Please do this quickly. Hopefully all will be fine.

Hello. She need assessment by an orthopaedic surgeon to look for developmental hip dysplasia or a spine problem. Attributing this to a muscular cause would only be a diagnosis of exclusion.
