Vulva swelling with irritation& itching

Labia minora fold swelling for 1.5years. I have irritation in one side and occasional itching on both sides . Swelling goes away with long walking and while wearing sanitary pads. Increases early morning and long rest. Negative for yeast infection, bv. Pelvic ultrasound shows only pcod that I have for long time. Blood and urine test is normal. Insufficient amount of vitamin D is found. Prescribed vitamin d syrup. Still no improvement . What it could be?
