Hello,
60-75 is a normal pulse rate range. Pulse rate does not remain constant. It constantly keeps varying within a normal range of 50 to 100 at rest . During sleep it can go below 50 and during physical activity it can go above 100. That is very normal. No need to worry. No treatment needed for your father.
