Very confusing??

According to World health organization Booster Dose not required if expose again within 3 months from last dose of rabies vaccination but i have cross 3 months my last rabies vaccine ( Day 28) was on 1st August 2021 ( 3 months 5 days ago) and today a street dog scratch me with nails with minor little bit blood comes out so i go to the government hospital for Arv but doctor said no need of any vaccines for 6 months? So the what's happening i mean all doctor in the world follows ( WHO GUIDELINES) but they don't give me vaccine? so should i have to take vaccine in Pvt hospital??

According to National Guidelines for Rabies Control, you need to take two booster doses on Day 0 and on Day 3 if previous vaccination was more than 3 months ago.
