Why is FAS3 is recommended to male partner as well when they don't have any active infection? Does that mean infection in vagina could come from male as well?

Yes. Infection can come from one to the other. The only difference between the two is that the infection can be easily seen in the female but not in the male.

Because there are times men are sub clinical carriers and they have better immunity and do not have manifest symptoms definitely the vaginal infection can come from the male partner is well
