Yes..it's ingrown hair...Undergo fraxel laser resurfacing therapy.. otherwise few creams also available...for detailed prescription do direct online consultation

This is hyperpigmentation caused to to Ingrowing hair. Ur shaving technique has to b changed and preferably opt for laser hair redu tion to avoid further damage to the skin. Medication is available to control the same and get it normal. Consult a Dermatologist for the same.
