Tight foreskin
My foreskin is tight and cannot be rolled down completely when erect and earlier i was not even able to See glans but after stretching using bethamethadasone i wad able to retract it still its tight when erect.
It is a condition of Phemosis. From your complaints, it appears to be a severe constriction at the foreskin. Depending upon the degree of constriction at foreskin, the management can be decided.
