Swollen vagina lips and inside

Not sexually active.. She is suffering with vagina lips swollen and some hard skin attached to labia. It is not such painful. But it is not comfortable also. She had a irregular periods of 8 days which she usually bears. In the middle of the period she got this problem. She has been taking a regular dressing and antibiotics medication as she had a pilonoidal cyst surgery one month ago. What might be the problem and what helps to reduce this problem.
