This is Herpes labialis or oral herpes. Its an infection of the mouth area that causes small, painful blisters to develop on the lips, gums or throat. These blisters are caused by the herpes simplex virus, a common and highly contagious virus. There are three stages of infection that occur in oral herpes. Typical experience is a tingling or burning sensation around areas of the mouth, which is followed by the appearance of small blisters, usually at the edge of the lower lip. Immediate treatment is recommended to prevent further progression and recurrence of the lesions. Consult a Dermatologist.
