Swelling in Frenulum part of Penis

I have a swelling in Frenulum part of my penis. It's been 2 days, I was putting some oil on my penis, then I kind of masturbated & I'm not able to pee properly cause of swelling now. And my foreskin is also not able to cover the tip of penis. I'm already applying ice since 2 days. It's not going down. No intercourses. Any solutions?
