Suspicion of ectopic pregnancy

Transvaginal ultrasound showing 5 weeks gestational sac alongwith serum hCG 53% increase after 48 hours. Could it be ectopic pregnancy because my doctor is unable to diagnose, should i take a second opinion from another doctor ?
