Hi, we need to know if you have other medical problems like diabetes etc. If your problem is at the tip of penis with cracks, white discharge, it could be diabetes related fungal infection. If you have pain or burning sensation while passing urination, the it could be Urinary tract infection. If neither of these two things are not an issue, see a  doctor in person preferably a skin doctor with DD/MD Dermatology
