Sudden High Blood Pressure

My father is 53 years old. He was feeling uneasy and had slight weakness. When we measured his BP, it was 122/86 and after 1 hour we measured it again and it came 139/97. His pulse was 85 and 95 respectively. He drank tea between the 2 readings and was slightly worried. Is the Blood pressure normal?
