Stitches mark and post surgical mark

10 years ago my right arm was crushed by a motor vehicle. Arm bone came outside and there was a gap of approx 3 cm in broken bone. Muscles, skin and veins crushed badly. Doctors grafted bone from waist and removed skin from thigh and cover the arm. There are stitch and post surgical marks on the arm . Can it be removed ? If yes, with whom  should I  consult a dermatologist or plastic surgeon.
