Sputum in the throat ( congestion)

I am suffering for the Last one year with this problem and consulted 3 ent doctors and two dtcd doctors. I am almost suffering from congestion problem and always having feeling that some sputum in the throat and always trying to clear throat from that mucus but not having any problem in the night even during sleeping time. Recently one chest specialist  asked me to use  Aerocart inhaller daily three times for 10 days followed by twice daily and finally once a day but no result after 30 days later the same doctor asked me to take Theo Asthalin tablets twice a day. Using Theo asthalin tablets last 2 days but no response, now what to do please help me.
