My daughter is 2.5 years old and she is able to understand all actions and she is very active but she is not talking at all is it any concern as all other reports are normal

Speech is delayed. Speech therapy should be given to improve this. Otherwise she will have issues at school and interaction with other. We should check her other milestones. Please visit a pediatrician or developmental pediatrician

Ideally the child should be able to speak 2-3 word sentences by 2 years. I recommend to take the child to pediatrician for evaluation. The hearing assessment should also be done.
