Small Testicles and Penis

From age of 12 i started feeling that i have some kind of hormonal issue bcz ..i never get a single facial hair ( now i am 18 ) still no facial hair and Small testicles,penis , ( almost all symptoms of lower Testosterone) i got my testosterone checked it was 353 ngDl ...i was surprised bcz it wasn't so low as i expected...i did research and got other test done ..Lh,fsh, Testosterone, prolactin, estrogen..my fsh are low and lh a lil lower side ( not very low ) ... reports are attached Estrogen - 25 pg/ml TESTOSTERONE - 383 NGDL FSH- 1.3 mIu/ml LH - 2.6 miu/ml PRL- 7.08 ng/ml Last time my testosterone was 353 i started gyming and eating healthy food and now its 383 ...it was supposed to be normal..right? But i still am unable to get facial hair soon going to be 19 ..i look like 14 year kid ...i think these problems are due to low fsh and Lh... please is there any other test i can get done?
