Yes ,you have hernia.. but not inguinal hernia.. it is a rare type of ventral hernia.. surgery is the best option..

want to know other history of any previous surgery like cesarean section? will you have plan for baby in future?

It is a small hernia. It is relatively rare. Surgery is only the treatment of choice.
