Small bumps all over my face

My face is covered with small white bumps not even leaving a single inch space though not visible in camera.. Facing irritation all ovrr my face. Those rashes have not occured in other parts of my body. I have been applying ice cubes and taking levocitrizkne and applying tenovate cream but no improvement is seen. Kindly suggest.
