Hello, photos were needed for a diagnosis. From your history it appears that either you have very sensitive skin which is prone for sun burns or sun allergy or a condition called rosacea if you are getting rash on face. Consult with a dermatologist for correct diagnosis and treatment. Till then use sunscreen daily 30 mins before sun exposure. Reapply every 3 hrs. Use umbrella or scarf as extra protection.
