Skin lightning cream

I am using a skin lightning cream...ingridient list (Purified Water, Potassium Sorbate, Allantoin, Glycerin, Octyl Methoxy Cinnamate, PEG-100 Stearate & Glyceryl Stearate, Cetyl Alcohol, Stearic Acid, Cyclopentasiloxane, Sodium Acrylate/Sodium Acryloyldimethyl Taurate Copolymer & Isohexadecane & Polysorbate - 80, Niacinamide Bellis Perennis (Daisy) Flower Extract, 4-n-Butyl Resorcinol, L-Lactic acid pure, Titanium Dioxide, Water (and) Butylene, Glycol (and) Hydrogenated Lecithin (and) Sodium Oleate, (and) Oligopeptide-68 (and) Disodium EDTA (and) Oligopeptide-68 (and) Disodium EDTA, Licorice Extract 40%, Sabiwhite (Tetrahydrocurcumin), Alpha Arbutin, Phenoxy Ethanol, Fragrance.) Is it steroid cream?? If i will stop it then can my skin become dark, dull??or no sideffects??
