Shoulder pain at this age in diabetics is commonly associated with adhesive capsulitis.. ( frozen shoulder). Is she able to do her movements at shoulder joint.
Next Steps
Start with physiotherapy including shoulder movement exercises.. also start with hot fomentation,  analgesic with muscle relaxant tablet, analgesic ointment can be applied locally..
