Scalp hair, eyebrows & eyelashes problem

I have dandruff on scalp and even on eyebrows. Hair is sticky. If I shampoo to curb these then it becomes dry and flaky. So problem persists. Also I have crusty eyelids when I wake up and eyelashes are falling too. Please advise.
