I have running nose problem from past 15 years and got my septoplasty/rhinoplasty surgery done for polyp removal 3 years back but my polyp has regrown and have running nose all the time.

You seem to have suffered from allergic rhinitis with nasal polyposis. It's common for polyps to reccur after surgery as cause which is allergy still remains after surgery. Consult nearby ENT specialist with good experience in endoscopic sinus surgery who can clear the polyp and give you proper post operative care so that they do not reccur
