RTPCR test after travel

After interstate travel in flight, is it better to quarentine for 14 days and then take RTPCR test or take RTPCR test on arrival? Is it possible that a person gets infected in flight but RTPCR test comes negative if test done on arrival and later person is found Covid positive

Better to do RT-PCR after 5-6 days of arrival or if covid symptoms appear,, depending whichever is earlier. Also take due precautions during travel.
