If 3 urine test are negative after 2 week of missed period is it confirm no pregnancy neither intrauterine nor ectopic?

Yes it excludes pregnancy, both intra-uterine or extra-uterine(ectopic). UPT has a negative predictive value of 100%. So you can be rest assured if both tests are negative 2weeks after missing periods.
