She is normal as per her age and it is the adults (parents/teachers) job to motivate her to learn skills (reading, writing, talking, walking, etc.) that are useful. But there is no hurry, every kid is unique and they learn things at their own pace. You can't rush through learning, it doesn't work that way. You can only motivate her by modelling the desired behaviour. For example, if you want her to read/write, start reading/writing something genuinely and regularly. You don't even need to tell her to do the same. Just keep doing it regularly and she will eventually pick it up from you considering it a norm.
