Red spots on my penis skin

I want to know that red spots on my prenis it can be permanently removed from homeopathy medicines , I have consult dermatologist he told me that without cautery it can't be removed permanently , he told me that any cream will not work at all . It can be permanently removed by cautery only . Is cautery is last option or any other process is there . please help . I am a student and I have not so much of money to consult online or offline please help .
