Rash on stomache and arms

My partner has have an extreme rash on his stomache and arms for about 3-4 weeks. At first we thought chicken pox but has not gone down. We then thought hives but he has taken antihystamine for the past week and has not gone down. He has never suffered with any skin condition and we have not used anything different that he could be illergic to.
