Yes you can if you work in veterinary department or have pet dogs or have frequent encounter with animals. Can take pre-exposure prophylaxis

It is your money. You can do what you want with it. But buy it from the Market. But please don't approach a Government Hospital for this vaccine free of cost because they are always overworked and short of funds.
