Psychiatry vs Neuropsychiatrist

What is the difference between neuropsychiatrist and clinical psychatrist? How does their treatment plan differ for let's say treating 'depression and anxiety' ? Does the type of/number of medicine they prescribe are different? Which one is the best for someone with dysthymia for over 10 yrs? Can shifting from clinical psychatrist to neuropsychiatrist help in this case? Also does the same go with psychologist and neuropsychologist?How does their technique differ?

Dear there is no such degree of clinical psychiatrist. Clinical as suffix use for psychologist. And there is no Neuro psychologist. Look and understand with open eyes
