Problem with Right Eyelid

My father is having problems viewing with his right eye..His right eye is not opening in full due to dull eyelids..We want to know what kind of treatment he require?? Is it releted to Oculoplasty as of our doctors said.. Please suggest remedy and names of qualified professionals who can deal with this kind of problems..We are residing in Ahmedabad, Gujarat.
